FORMER THA chief secretary Kelvin Charles missed Wednesday's emergency sitting of the Tobago House of Assembly to elect his successor. Newsday understands Charles asked for leave from the sitting.

Charles resigned on April 30 after losing the PNM Tobago Council leadership to Tracy Davidson-Celestine in the January 26 runoff election. Although initially refusing to step down after being asked to by the new PNM Tobago Council leader, Charles eventually complied. He lost his portfolio as Secretary of Education, Innovation and Energy as well.
