NATIONAL Carnival Commission (NCC) chairman Winston “Gypsy” Peters said he was elated by the appointment of Keiba Jacob Mottley as the commission’s new CEO.

He added that the board looked forward to working with her and continuing the commission's good work.

Mottley’s appointment, which took effect on May 13, was announced in a statement on May 14.

In a phone interview on May 14, Gypsy said her appointment was a refreshing one for the NCC.

“She comes from a very good background, a good place. A place where she has done a lot of work, some of which I know of,” he said.

Gypsy said she was the most qualified of the 20-plus candidates.

“She had exactly what we were looking for,” he added.

Mottley would be required to do the commission’s day-to-day work, he said.

A December 19, 2023 ad for the position of CEO said the candidate was required to have a MSc or MBA in business management or project management, with public-sector experience at a senior management level considered an asset.

The CEO is required to lead the development of the commission’s strategic plan and sets the organisational direction, develop new/updated organisation initiatives and revised strategic plans, lead organisation strategy implementation with executive team to ensure the national development of Carnival and related activities, customer satisfaction, revenue/cost management, and operational excellence, oversee annual organisation budget, review organisational performance, support annual operational plan development and review and approve changes to organisational structure.

The post was vacant for some time, with the last recorded CEO being Colin Lucas, from 2018 -2022.

A statement about Mottley’s appointment said she brought extensive experience to the post.

It added that she had leadership experience as a former acting clerk of the Senate and deputy clerk of the House of Representatives for more than a decade.

“She functioned as the deputy administrative head of the Office of the Parliament, with responsibility for the general management of the operations and activities of the Senate, and had direct responsibility for the departmental committees unit, financial scrutiny unit, parliamentary museum and gallery management unit, library and archiving unit, and Hansard Division,” it said.

Mottley brings years of experience in finance, business administration, project management, visual art and museum exhibition curation, it added.

She is an artist who creates under the pseudonym Liana the Artist and president of the Art Society.

She has an MBA in international business administration from the Arthur Lok Jack Global School of Business,  and a BSc in public sector management from UWI, St Augustine, the release said.
