Des Vignes defends TRHA administrative leave

KWESI DES VIGNES, public relations officer of the Tobago Council of the People's National Movement (PNM), is defending the decision of the Tobago Regional Health Authority (TRHA) to send several workers on administrative leave with immediate effect.

In a press release dated March 20, the Division of Health, Wellness and Family Development confirmed that the authority will be engaging an independent payroll auditor to assist with reviewing the its payroll. The division said the move did not constitute punitive action, but an administrative one to ensure the independence of the process. The review, according to the division, has become necessary to manage the authority's expenditure in a more efficient manner.

Speaking at the council's press conference on Monday at its office in Scarborough, DesVignes said: “When you look at what is being done in the TRHA with the payroll audit, it was a difficult decision. But it shows a commitment to transparency above all else.

“I think we should allow the process to happen. We should not fall for any of the foolish narratives. Let us get the findings of an independent audit on the way.”

DesVignes, who also holds the portfolio of secretary of Infrastructure, Quarries and the Environment, said a similar audit was done with the Unemployment Relief Programme when he got into office, and that has made his division more productive.

“We were able to see where our weaknesses are and improve upon them, and our strengths as well, and build upon them.

“I am looking forward to the results of the payroll audit, so again we can increase the type of delivery at our health facilities."
