‘Dangerous’ but reopened?

THE EDITOR: The Ministry of Health, its primary responsibility being the health and well-being of citizens, doesn’t seem to have a problem reopening a particular company.

Everyone is familiar with the warning printed on cigarette packs: “The Minister of Health advises that smoking is dangerous to health”

So on one hand smoking cigarettes dangerous but on the other hand the manufacturing of cigarettes is essential.

Can someone explain?
