Engineering oversight and labour is to be provided to recipients of grants from the National Commission for Self Help Limited (NCSHL) by officers from the Division of Infrastructure, Quarries and the Environment following the signing of a Memorandum of Understanding (MOU) on Friday.

The MOU relates to Emergency Relief and Reconstruction Assistance Grant by the Commission and establishes a framework for cooperation between the two entities, said Elroy Julien, the Commission’s Chief Executive Officer at the signing ceremony on Friday at the Division’s conference room in Shaw Park.

“This MOU really speaks to solidifying a relationship, a partnership between the National Commission for Self Help and this Division, where the commission would provide the material for projects in Tobago and the Division would provide the labour part of it,” he said.

Secretary Kwesi DesVignes, said that the MOU was one of the Division’s achievements, with the partnership redounding to the benefit of Tobagonians.

“We can all do this if we do it together,” he said.

“We’ve been rebranding the Unemployment Relief Programme (URP) as useful, relevant and productive, and I am very pleased with the work that we’ve been doing. The workers themselves feel better about the opportunities that they now have in terms of training, in terms of how productive they are, and this partnership gives us a new opportunity to benefit Tobagonians significantly,” said Des Vignes.
