Evolution of a Western democracy

THE EDITOR: It is reassuring for me to see that a government in a Western democracy (Guyana) has been brought to its knees by one individual through the exercise of his freedom to vote as he pleased – whatever his motivation.

The oft displayed, thinly disguised tyranny of the majority that can be legally exercised by a democratically elected government – single party or coalition – needs to be kept in check for the long-term good of the people.

Of course it may be reasonably argued that members of a government – coalition or single party – need to toe the party (government) line to avoid paralysis, uncertainty, even chaos in the management of the affairs of a state. But in order to avoid the potential tyranny of a democratically elected government there must be limits to toeing the party/government line.

There should be established/defined occasions and/or procedures when individual members of a government are free to exercise their vote as they see fit. MP Charandass Persaud chose a no-confidence motion against the Government by the Opposition to be his moment. That was his choice.

Now the citizens of Guyana as a whole will make their choices. They will have the opportunity to express their feelings, hopes and aspirations within the next three months when they head to the polls in a general election. They will, all things being equal, thereby determine who will govern them and in so doing have their collective say on current President David Granger and former president Bharrat Jagdeo. Democracy at work!

We can benefit from free/conscience voting in Parliament. Through this option, we may see true participatory governance at work.
