ID to get my cash?

THE EDITOR: To open a bank account one has to provide the bank with the two photos for identification, a utility bill and a job letter. To finalise the setting up of the account one has to sign three times and have one’s photo taken.

So, can anyone explain to me why one still has to provide a photo ID when applying to withdraw cash from one’s account and why one has to apply in writing to get a statement of one’s account?
